Staunch Democrat makes the case for bipartisanship, at least on his committee

U.S. Rep. Charles Rangel, D-N.Y., has a reputation as a staunch and outspoken liberal. But when it comes to the powerful House Ways and Means Committee he chairs, Rangel says he's trying to foster a bipartisan spirit. Rangel talked about his work on the committee, plus Iraq and his proposal to reinstate the draft, in an appearance April 17 at the National Press Club.
