Five years after the Sept. 11 terrorist attacks, the leaders of the 9/11 Commission are criticizing Congress for failing to enact a number of their proposals. Republican Chair Thomas Kean and Democratic Vice Chair Lee Hamilton say they are most surprised that homeland security funds are not being distributed on the basis of risk—focusing on major metropolitan areas like New York City and Washington D.C. Kean and Hamilton appeared together at the National Press Club on the fifth anniversary of 9/11.
